What Is Counseling?
Why counseling may be required and what role it plays in consumer education.
Reverse mortgage counseling is an educational conversation with an approved housing counseling agency.
For a HECM, counseling through a HUD-approved reverse mortgage counseling agency is generally required.
Counseling is designed to help the homeowner understand the decision before moving forward.
It is not a sales call.
It is not loan approval.
It is not a promise that the homeowner qualifies.
It is a consumer education step.
Why Counseling Matters
A reverse mortgage can affect the homeowner, the home, a spouse, heirs, and future equity.
Counseling gives the homeowner time to review important questions before closing.
The counselor may discuss:
- How reverse mortgages generally work
- Costs
- Alternatives
- Borrower responsibilities
- Property taxes and insurance
- Primary-residence requirements
- Maintenance responsibilities
- Repayment events
- Spouse and heir considerations
- What happens if the homeowner moves
- Questions to ask the lender or mortgage professional
The purpose is to help the homeowner understand the decision clearly.
Counseling Is Not Loan Approval
Completing counseling does not mean the loan has been approved.
The loan may still require:
- Application review
- Property review
- Appraisal or valuation
- Financial assessment
- Underwriting
- Title review
- Counseling certificate review
- Program and investor approval
- Final disclosures and closing requirements
A homeowner should not treat a counseling certificate as confirmation of eligibility, proceeds, costs, or final loan terms.
Who Should Attend?
The homeowner is the central participant.
In some situations, a spouse, adult child, trusted advisor, or other family member may participate if the homeowner wants them involved and the counselor allows it.
That can be helpful when the decision may affect family expectations, future housing plans, or estate questions.
The homeowner should still understand the decision personally.
What Should a Homeowner Prepare?
Before counseling, it may help to write down questions such as:
- What costs should I understand?
- What responsibilities continue?
- What happens if I move?
- What happens after I pass away?
- How could this affect my spouse?
- How could this affect heirs?
- What alternatives should I compare?
- What would make this a poor fit?
- What information is still only preliminary?
Good counseling should make the homeowner more informed, not more pressured.
The Bottom Line
Counseling exists because this is a significant decision involving the home.
It helps homeowners slow down, ask better questions, and understand the responsibilities and tradeoffs.
Counseling does not make the decision for the homeowner.
It helps the homeowner make the decision with clearer information.

Disclosure
Reverse mortgage counseling is an educational step and is not a loan approval, guarantee of eligibility, guarantee of proceeds, or commitment to lend. For a HECM, counseling through a HUD-approved reverse mortgage counseling agency is generally required. Counseling requirements for proprietary products may vary by product, investor, state, and program rules.
A reverse mortgage is a loan secured by the home. Borrowers must continue to meet applicable loan obligations, which may include occupying the home as the primary residence, maintaining the property, and paying required property charges such as property taxes, homeowners insurance, applicable flood insurance, association charges, and other required assessments.
Eligibility, proceeds, costs, rates, payment options, and program availability depend on borrower qualifications, property eligibility, financial assessment, underwriting, counseling where applicable, market conditions, state availability, and program requirements.
This information is for general educational purposes and is not financial, tax, legal, insurance, real-estate, or estate-planning advice.
